Project Description: CARE International solicited an RFP, with the task to investigate allegations raised by a Monitoring Evaluation Accountability and Learning (MEAL) Officer regarding the abuse of Beneficiary Selection Criteria, in Bannu District under the Project “Humanitarian Assistance to Internally Displaced Persons in Pakistan.” This is an ECHO funded project, expected to run for a span of one year.
- Conducted a desk review of project document, followed by interviews with CARE staff;
- Prepared a report on the outcomes of the findings (whether the instance reported is based on deliberate violation of the beneficiary criteria, or was it a result of mismanagement/ decision based on reasonable flexibility given the complex context in which the staff operates)
- Provided recommendations (if required), along with the necessary action points to strengthen mechanisms and processes in field management for the future.
